4TCTC + TCTAPublic hearing + action
FY 2026/27 TCTC and TCTA Adopted Budgets
After the public hearing, each Board will consider its own resolution adopting the final FY 2026/27 budget. The adopted budgets use updated revenues, expenses, fund balances, and project information; later changes will return as formal budget amendments.
TCTC Board role
Conduct the public hearing and adopt Resolution 786-26 approving the TCTC budget.
TCTA Board role
Conduct the public hearing and adopt Resolution 140-26 approving the TCTA budget.
Procedure
The agencies' actions are legally distinct; separate motions and votes should be taken.
TAC and CAC each voted to recommend adoption of both resolutions.

5TCTC + TCTAAction
Administrative Services RFQ and Draft Agreement
The proposed qualifications-based procurement would establish one nonexclusive, on-call contract for specialized administrative and program support, staff training, documented procedures, and knowledge transfer.
Board role
Approve the RFQ and draft Professional Services Agreement; authorize staff to issue the RFQ and proceed with procurement.
Fiscal impact
The adopted budgets include a combined $100,000. TCTC and TCTA will pay for the services each receives; TCTA is expected to fund about half.
- Supports OWP, TDA, grant, audit, procurement, transit, budget, agenda, and meeting-administration responsibilities.
- Uses task orders and separate agency accounting; the master agreement does not guarantee work.
- Supplements a leaner staff model while preserving substantial net personnel savings.
- Eligible administrative funding cannot simply be redirected to road construction.

6Transit AgencyAction
Resolution 139-26: LCTOP Free or Reduced Fare Program
TCTA would apply $143,200 in FY 2025/26 Low Carbon Transit Operations Program funds to fare subsidies for eligible fixed-route and General Public Dial-a-Ride trips from December 1, 2026 through November 30, 2027.
Board role
Adopt Resolution 139-26 and authorize submission and execution of the required allocation documents and related amendments.
Fiscal impact
$93,773 from Cycle A plus $49,427 from Cycle B; the allocation fully funds the proposed fare subsidies.
- Estimated support for 60,860 passenger trips: 39,380 fixed-route and 21,480 Dial-a-Ride.
- About 55% is planned for fixed-route service and 45% for Dial-a-Ride.
- The request identifies all project funding as benefiting priority populations.
TAC and CAC each voted to recommend adoption of Resolution 139-26.
7Transit AgencyAction
Columbia College Student Transit Program MOU
Currently enrolled Columbia College students presenting valid student identification could ride regularly scheduled TCTA fixed routes without paying an individual fare. Dial-A-Ride is not included.
Board role
Approve the MOU and authorize the Executive Director to execute it.
Fiscal impact
Columbia College will contribute $10,000 for the one-year program, payable within 30 days of the effective date.
- No separate transit pass is required; students show a valid college ID when boarding.
- TCTA will track student boardings to the extent reasonably practical.
- The agreement includes reciprocal marketing opportunities and may be renewed by mutual written agreement.
TAC and CAC each voted to recommend approval and authorization for execution.
8Transit AgencyAction
Resolution 141-26: FTA 5339(b) and 5339(c) Applications
The resolution would authorize TCTA to develop and submit competitive applications through Caltrans for fleet, charging-infrastructure, and passenger-facility improvements.
Board role
Adopt Resolution 141-26 authorizing applications for FTA Buses and Bus Facilities and Low or No Emission funding.
Fiscal impact
The final request and local match are still being developed. The resolution authorizes application—not unbudgeted project expenditures.
- Potential scope includes battery-electric transit vehicles and associated charging infrastructure.
- May improve up to five existing bus stops and relocate and improve up to two additional stops.
- Staff may refine quantities, scope, costs, and funding allocations to meet Caltrans and FTA requirements.
- If awarded, implementation actions will return to the Board as required.
